Jeff Prosise, 46, has been named the new police chief at the Waterloo Police Department.  After serving for many years as the deputy chief, he became the interim chief after Mike Douglas retired earlier this year.  The mayor and aldermen officially promoted him to the police chief during the Sept. 6 city council meeting.  He …
