Project Skipper Takes Top Honors At Lamppost Contest

Project Skipper once again earned first place honors at the Lamppost Decorating Contest at Waterloo's Courthouse Square. The local "See Ice, Think Twice" organization has won a few times in previous years. This time around Karen (Kohler) Kaiser and her elves put together  a Toy Story-themed decoration.
